Count on our presence for a real habitation policy in Québec

by Martin Messier, president of the Quebec Landlords Association (QLA)

During a meeting at the office of the Minister of municipal affairs and habitation, Mrs. Nathalie Normandeau, we were advised that a document was being prepared with a new habitation policy in Québec and will be rendered public this fall.

It was a positive meeting, which permitted us to evaluate the Ministry’s short and long term goals. We were also relieved to hear that the minister plans to follow-up on her habitation policy with a forum called Habitation-Quebec.

With a new policy about to take form we believe that the government should take the time to look at the current regulation and to ensure a better equilibrium between landlords and tenants. This will provide a re-evaluation of the rights and obligations of both parties.

The habitation market is continually evolving and certain problems have to be tackled at our next meeting with the government. We believe that the new policy should have a more profound trust in the free market and it should also lighten the burden on the Régie du logement. The advantage of this is that it will make tenants more responsible and it will give landlords the tools that are necessary to manage their buildings more efficiently.

For the next meeting that is due in the fall it would be interesting if we had comments and suggestions from our members. It would reinforce our final message to the government. In future editions of our newspaper you will be informed of the demands that your Association has for the future habitation policy and your comments are always appreciated. With your permission we can publish your comments in our newspaper for all our members to read.

As well as your demands and suggestions we will also talk about the current methods used for rent fixation, lease transfers, the Régie du logement’s delay with court appearances and bring solutions to these problems at the fall meeting. Hopefully these solutions will provide a tribunal that is more efficient and just. Solutions such as security deposits to ensure minimum damages to the apartment, free market for rent fixation etc… we can be reached at 514-382-9670 or by fax 514-382-9676 and our e-mail address is info@apq.org .

Have a great summer holiday
